Need

Coronavirus: when we need people to comply, 2 ways work:  Monitor them & punish those who break the rules.  Or give them the facts, earn their trust, & they will do the right thing.  Billions of people wash their hands – not because they’re being watched, but because they know it stops the spread of infection, & they trust those who say so
